Ms. Nancy Heimbaugh advises government agencies and commercial businesses on federal and DoD contracting and acquisition matters. She retired from the federal government’s senior executive service where she most recently served as the top acquisition and procurement executive for the Defense Logistics Agency (DLA). She brings superior knowledge, qualifications and capabilities in federal procurement and contract management based on over 38 yeas of government service for DLA and the Navy in a variety of procurement and acquisition executive, policy and operations roles.
From 2009 through 2014, Ms. Heimbaugh served as DLA’s Component Acquisition Executive (CAE) and Senior Procurement Executive (SPE). She was responsible for all aspects of acquisition, including program management of major automated information systems acquisitions; procurement operations; and contract management ($20-$46B per year in contract expenditures). As DLA’s CAE and SPE, she provided advice and guidance to the Director, DLA, and was responsible to the Office of the Undersecretary of Defense for Acquisition, Technology, and Logistics; the Director of Defense Pricing; and the Director of Defense Acquisition and Policy.
Prior to this assignment, she served as Executive Director for Acquisition for Defense Supply Center Philadelphia (now DLA Troop Support), where she was responsible for all acquisition and contracting for a $14B operation procuring food, medical supplies, clothing, and construction equipment for the military.
Ms. Heimbaugh holds a Level 3 certification in contracting under the Defense Acquisition Workforce Improvement Act (DAWIA). She serves on the board of the Procurement Round Table, is a member of the National Contract Management Association (NCMA) Board of Advisors as well as serves on other corporate boards.
